MOSCOW—Russia and Turkey have agreed to a cease-fire in northwestern Syria, exactly where rigorous fighting has activated a humanitarian catastrophe and brought the nuclear energy and the North Atlantic Treaty Organization member nearer to direct war.
“At midnight, a cease-fire will be enforced,” Turkish President Recep Tayyip Erdogan advised reporters in a Kremlin corridor on Thursday soon after a six-hour conference with his Russian counterpart, Vladimir Putin.
